It's about converting diesel fuel to to hydrogen, so it can be used in fuel
cells.
First, the claim that it will be twice as efficient. The navy uses diesels of
40+% efficiency. SOFC is only 50%, though you can get 10% more with
cogeneration.
Second, if you have to reinvent ICE, why continue using a fuel that is sure to
increase in price? SOFC works fine on cheaper natural gas, which can be stored
as liquid. Any war is sure the make diesel scarce and expensive.
Third the largest SOFC is 500KW(?), compared to 3MW for a locomotive and even
more for a destroyer. Why not start by putting SOFC in buses and urban rail,
and work your way up?
