There's also the issue of the heat produced by the Pu 238, which can
affect the density of the Plutonium core, and would require the device
to have a complex cooling system, increasing the complexity, cost and
weight even more. I'd rather terrorists try this than any number of
other energy related things, which would likely cause more death &
destruction.
