It depends on what you are describing, now doesn't it? Fact is that ISP is a
measure of ROCKET performance, not energy transfer. The 'efficiency' has to
be in terms of impulse(the *purpose* of the rocket motor) per unit of fuel
(the *cost* of the motor)
