It does for a minute or two. After that you have a nice thick
insulation layer of solid ice on your heat exchanger coils. After that
you get the choice of getting your heat exceedingly slowly and paying
for an enormously huge heat exchanger for the power you need or you
except an equally huge temperature difference, go way below the zero
Cel (or 270 K or 32 degrees if you really prefer) and lose all the
benefit of using stored heat.
Anyone finding a solution for a solidifying medium on heat exchangers
will have a nice little earner - there are dozens of ideas around where
this is a problem.
