Kyoto is next to worthless because it does not include the worst polluters.
India and China got a pass because of "developing country" nonsense and the
US (Bush) told them to stick it in their ear. To have any effect long term
such treaties must include everybody and therefore must be written in a way
that creates a win-win for everybody. Kyoto was unbalanced from inception
and tried to hang all of the responsibility on the industrial world. It's
one thing to give a country like Kenya or Vanuatu a pass but India and
China? that's ludicrous. I'm afraid that CO2 reduction will have to wait for
some time to get world wide agreement. Many people don't even believe global
warming exists and one group claims cooling from polluting aerosols is
offsetting global warming. Right now, as a people, we seem to believe in
global warming, or not, based on our politics not on science which
illustrates that universal agreement is a way off. Maybe when coastal areas
become flooded people will be more concerned but it's hard to convince
people about global warming when they are shoveling two feet of snow off of
their driveways and have to pay $400 a month to heat their houses.
