According to the few ethanol sites I just researched, neutral was
natural, or raw grain alcohol, not synthesized alcohol, or denatured
ethanol. Apparently, according to what I'm reading, it's a beverage
specification, and not related to fuel usage.
Regardless, running E100 in an engine does not require "neutralization"
.....
