More like three, in current practice.
Otherwise said, a terajoule of energy of oil in the ground
requires ~0.1 TJ of gas and 0.2 TJ of the oil before
0.7 TJ can be shipped as upgraded heavy oil.

Some new developments are underway that will make their
own hydrogen, i.e. not need to import natural gas.
