I don't know about the first part of your sentence, for all I know it
may be true. But the second half is dead wrong. 230 or even 110 volts
are very high for designing incandescent wires. Just look at a 40 W, 12
V car bulb in comparison to a 40 W domestic one, and the car bulb has
to survive a lot of mechanical load. On top of that torch bulbs are
designed for way less than the typical 1000 h. The two reasons combined
make them extremely efficient as incandescents go.
