Unfortunately they could, all it needs is enough plastic explosive.
And unfortunately this would create a huge mess. OTOH this is all due
to hysteric media hype. You could get far worse results at far less
effort by targeting any one of the large and largely unprotected
chemical plants all located near the centres of big cities.
