You are talking conceptually and theoretically not in regards to the
specifics of an IGCC plant. Theory has its place but you didn't even
look at the diagram. Yes "cooled" doesn't mean heat wasted but it also
does not mean that it is doing work. You say quality heat can be moved
to the sink but you don't identify any processes where it might benefit
nor any method to move the heat from the cooling station to the steam
station. The construction of said equipment is probably viewed as too
costly for whatever efficiencies are gained but that is neither here
nor there. The process to which I am referring has already been viewed
and worked on by many different engineers (petroleum, mechanical) and
been found to be very sound within the framework of an IGCC plant.
