I know it's not a technical argument, and I know that it could end up letting people put pollution into the back of thier heads (instead in front where it should worry everyone everyday) but the elimination of diffuse internal-combustion-engine pollution would be welcome, and the external costs could be factored in.
(yes the gov't will lose money on petrol taxes... but in the long run they will save a lot of money on treating illnesses due to respiratory problems, and noise problems, and accidents (I presume ele cars are lighter, less damage in case of accident) etc. don't know when/if it would balance out...)

Not so simple. There are 30 million cars in the UK. If 3 million become PHEVs, the Government will have done nothing, and the price of batteries will have plummetted due to economies of scale.
Beyond that, what will the Government do? They can't tax electricity to the same level as petrol / gasoline.

Because little Betty Pensioner in Wingeville will turn off her electricity to save money, and die from cold, and the Government will lose the election, especially since over-65s form about 1/3 of voters. (Regardless of the fact that she never bothered to insulate the house or switch to gas -the tabloids won't care).
More genrally, Road User Charging will yield more feathers for less hissing than very high Electricity Tax. VAT on electricity in the UK is only 8% - the Government doesn't even dare increase it to the standard 17.5%, let alone the 400% or so of petrol taxes.
