that the

< up-hill exhaust port is at much lower atmos pressure than the
down-hill

< intake port?

The nose cone changes the pressure/wind speed.

Before the stator and rotor blading the nose cone increases the wind
speed which DECREASES the pressure and DECREASES the blade length.

As the air exits the rotor it isn't a problem because it

1. reassumes the initial pressure

2. moves into all the space behind the nose cone.

Much much better than the 3 blade turbine slinging air into an
expanding cone.
