Resisting the urge for a flippant response, the answer is obvious -- lots & lots of people, making individual decisions. Individual human beings deciding to turn down the heat or turn up the air conditioning; deciding to car-pool; deciding to go without that bottle of French wine or that new German car. And individual human beings seeing the opportunity to undercut now more expensive imports brought all the way from China by making them in Canada.
Canada will be our next pool of cheap labor? Don't tell them that...
