A much easier way....
At the petrol station, before putting petrol in:
note the cars milage
fill the tank
note how many litres of petrol used (gallons? whatever your measurement unit is...)
Next time you go to the petrol station, do the same thing...
You can now calculate how much petrol you used to cover a certain distance.
ie stop 1 : 1563 miles, 10 litres of petrol into tank stop 2 : 1682 miles, 15.2 litres of petrol into tank
So you just used 15.2 litres to cover 1682-1563 = 119 miles
Then convert to liters/100 miles (or miles per liter or gallon whatever) mathematicaly.
ie from above you get 12.7litres/100 miles or 7.8 miles on 1 litre.
No need to fuss about with full & empty tanks...

the major problem is how to 'fill' the tank to a consistent level.
