Re: how to accurately measure mpg?

If you do it long term, and keep records of acerages,
the differences between 'fiil-ups` won't be significant.
You would be wise to note when a fill-up was mostly highway
or mostly city. ( I find that explains most of the variations that
I notice in my cars record.).
Don't be upset over variations froom tank to tank, look for a
general trend.
If you make it a habit, it gives you an indication of when a
tune up, or air filter change may be required.
I have found that winter, (warming up on choke and shorter
trips), generally decreases mileage figures.
