district (i.e. room) heating by light



Hi,
in Turkey at this moment, in the advertisements, I see a vendor that
sale a heater (heating by light)...previously I ve heard this
technology but I haven't stand on it. So, what is it exactly, and where
can I find its thermodynamic properties, energy to heat conversion
efficiency, componenets and the other details.
I found nothing in the net...
