You're producing hydrogen (which I suppose would be used to make water
perhaps as some sort of hydrogen fuel cell) and helium-4 BTW not water
directly.

I was wondering how the hell you could get water from a helium-3 fusion
reactor so looked it up...

BTW, the microwave idea used to be in the old SimCity (either 2000 or
original) although I think they were using solar to generate the
electricity. Personally, I doubt it'll work but who knows?
