Here's another strategy:
Group windmills with different diameters [frequencies]. This might be
more pleasant than all units having the exact same rpm.
Perhaps they would need some 'tuning' to produce a more pleasant chord. Not some dissonant 'crash' that would grate on peoples ears ;-)
Personally, I would *not* want them 'all at the same rpm'. Having run multiple engine boats and such, I suspect they would not be 'exactly' matched and the speed difference (beat frequency) would always be 'thrumming' in my ears. I would be constantly 'itching' to adjust the RPM of one to bring them into synch ;-)
