Well, since the last nuclear power plant built in the US took about 25
years start to finish, and since the State of Alaska has been trying to
open ANWR to oil exploration for at least 20 years -- the answer would
seem to be not much.

On the other hand, when President Kennedy set the goal of a man on the
moon, that was done within 10 years. When President FDR set the goal
of a working nuclear weapon, that was done within 4 years.

(I would give European or Canadian examples, but when was the last time
those guys did anything at all?)

So it might look like the key is to get a national consensus on a
challenging but achieveable goal -- and then go for it. Of course, we
are not going to get a national consensus on anything when alarmists
are going around claiming that something bad (whatever) becomes
irreversible in 10 years -- without any serious science or any serious
evidence to support the allegation.
