Energy efficiency is the single simplest cheapest and most effective method to
reduce energy consumption and reduce pollution.

Making hydrogen to use as a fuel is appallingly wasteful of energy and
increases greenhouse gas emissions.

It does however have a role to play in providing off-grid power along with PV.
Both these technologies are far too expensive and wasteful for much broader
application. PV may improve if current research into better materials works
out but hydrogen as a fuel is a net energy loss and it won't change.
