electricity, why can't the process be reversed? Why this may be moot for
those with gas heating, some buildings still have electricity -- such as my
prewar highrise.

Just the flick of a switch . The only problem with retreiving heat
from air is that when you need it most, (ie when it's cold ) the thing
is least effective. If you want a serious heat pump, heat has to be
recovered from the ground. There are such systems widely available.
The main snag being expense of installation.
