Has noting to do with price.
It has everything to do with price (cost actually). People respond to the cost of
things. They will NEVER change their wasteful ways when it's not hitting them in the
wallet to be wasteful.
END OF STORY.
The only way to improve average mpg in the USA is to MAKE GASOLINE EXPENSIVE ! Whilst
it's cheap as it is now, any efforts to improve mpg will be token efforts.
