Unfortunately the proposed site (along with the rest of Turkey Point
facility) will probably be under the high tide mark before the end of
it's useful service life. 10y(ic)+40y(sl)+20y(esl) == ~2080.
Exact date is dependant on pace of GW which is exceeding nearly all
worst case projections. South Florida's underlying porous coral reefs
insures that there can be no sea wall type defense which prevents
flooding.
The plant (like all NPPs) will be built into bed rock. Likely at a
higher level that the other plants there. Seawalls CAN be built, along
with enough sump action. Various engineers have proposed building the
enhanced foundations for different kinds of power plants to take into
account sea level rise. The rises, at any event, are so slow that
predictable rise can be ascertained and the plant dealt with then. We
don't actually know the seal level rise since it hasn't actually
started raising yet.
