cable to Europe and then distributed across the continent to European
Union member nations, including Britain.

I thought Northern Africa was busy worring about what to name Teddy Bears!
It's hard to believe these jackoffs would be interested in any sort of high
tech or scheme that might actually improve their way of life by providing
jobs, electrcity and water. Of course, it takes Europeans to do it, they
arn't about to do it themselves.
Whatever you do, don't name the project Mohammad!
