ramp up time for coal plants

how long does it take for a coal burning plant to come to full power
from a cold start ?

once it has done so, how fast can it cut output to 75% ? to 50 % ?

i ask because i have been informed that the process of changing
power levels takes a long time, but my informant did not state
a number.
