What is all this about. Boiler efficiencies have been known about
forever. They always try to reduce these inefficiencies...this is
nothing new. The biggest stoppage on efficiency is pollution control
equipment, like selective catalytic converters, now required on coal
and gas plants. Reduce NOx, increase heat rate...no two ways about it.

It has nothing to do with anything except his water "fuel" scam.
