Hi Alex,
If you simply mean a program that allows you to magnify
areas of the fractal then Ultrafractal has optional arbitrary
precision, in fact you can set it to use "minimum required"
(float or above) arbitrary precision.
Of course UF is shareware but you can try before buying.

The latest version has built in animation creation so you can
create smooth animated zooms of anything, though of course
as you say deep zooms will take a while to render :-)
If you were after a smooth zoomer like Xaos then I don't
know of one using arbitrary precision, but it'd kind of defeat
the object of such a program, the idea being that it's smooth
zooming in realtime.
