It was when I went to school.
I got a Master's Degree about 10 years ago, and it was still that way.

Oh, now that's a dangerous subject.
It almost asounds like you;re thinking of equal grades as an automatic.
There's the concept of "equal grades for equal qork" (sound familar?), but
that's unfortunately *somewhat* subjective.
