Obviously this is a question of timing, in particular
when people began to describe ARPAnet as the internet. The
OED is a useful tool for deciding this. The first such
reference is

1974 V. G. CERF et al. Request for Comments (Network Working Group)
(Electronic text) No. 675. 1 (title) Specification of internet
transmission control program. 1976 V. G. CERF ARPA Internetwork
Protocols Project Status Rep. ii. 36 We have made very little progress
in our attempts to specify experiments using internet gateways.

although the term was used as a verb in 1968.

[1968 IEEE Conf. Proc. 178 Almost all records that describe
individuals..may be expected to be automated in the future. First, by
centralized computers..and eventually by internetted computer systems
with access from a large number of remote terminals.]

What I particularly remember is that Internet was used as a shorthand
to describe a network of networks in the 70s, and it was only when
the internet became dominent in the early 1990s that there was one
network which ruled them all.
