No. There was no general consensus as to Iraq having massive stockpiles of
WMDs. In fact, most nations trusted the reporst from the U.N. which stated
that their were neither stockpiles, nor the capacity to build WMDs. They
were skeptical of the U.S. and Britains insistence that they 'knew better'
because nothing they could find backed up the claims.

Actually, this is crap. France was notably against the invasion on any
terms. Hence the program of insults to the french that became the Bushs main
strategy in Europe.
