Off Topic, but need help

Hej Folks
I pop this note becourse you are my closest friends.
I've been coding - whatever it is, is of less importance -, but I dumped it
on my homepage to make it available for someone that I wanted to send it to.
It's an .exe file, and it looks as if it is executable right there where I
dumped it!
That nearly blew my brains out, and I would like to find out weather it is
something that just occur on my pc, or weather I just discovered a way of
making my program-service instantly available to everyone!
I'm a coding newbie and not bright enough to make virusses, so don't worry
on that part.
In folder

the misnamed MetafileNotes.exe executes a little programme that draws a
line. Can I make some of you try it out, and check weather it executes on
your pc's as well, and report back? - It would be much appreciated!
Bear with me on this off topic - the experience brings me much closer to you
onliners, counterweighting the increased cookery or rather emphasizes the
need for peaceful net-coexistance.
