No, this is a lesson in incompetence. In an 85 billion dollar project
and they can't be bothered to submit an impact statement
that meets the legal requirements. I wonder why?
In Florida were in the process of spending 10 billion to
repair their mistakes with the everglades. It seems
those straight rivers weren't such a good idea.
