Specimens from the mantle aready abound - they're called mantle
xenoliths,
and you can pick them up lying on the ground around most basaltic
volcanoes.
There are entire books written about them.

How such a project could be used to "predict" earthquakes is beyond me.
Yes sure - it might provide information on mechanism of deep
earthquakes,
but predictability?
