I don't know if anyone followed up on this while I was away, but I
should point out that such markers in cave diving are normally designed to be
"read" by either sight or by touch. A typical design (home made) would be a
half arrow of stiff tape or plastic that is taped onto the guide line or
threaded into the lay of the rope. The arrow then points to the way out.
I can't see particularly why such markers would be implausible in a mine
environment. All mines I've been inside have had a superabundance of cables
(power, lights, communications) strung on the walls, and the regulations would
certainly make some statements about ties for attaching the cables to their
supports. It wouldn't be a high priority issue, but introducing "way out"
markers on a rolling program as part of routine maintenance/ repairs wouldn't
be any great cost and might be of some utility. Mind you, you could make
exactly the same point about the cable supports (be they stemples or cable
trays or whatever). The real question would be, is the non-zero (but not major)
expense worth the non-zero but probably minor benefit derived.
