Tried following that link, and Googling it (leads to same address) ; site appears to be down.
I also tried going in through the Directory of Open Access Journals at http://www.doaj.org/doaj?func=openurl&issn=17652553&genre=journal ; looks like it is thoroughly down.

Searching around, it appears that irevues.inist.fr are hosting a mirror of sorts at http://irevues.inist.fr/handle/2042/15 , from which the PDFs can be obtained.
