Common mechanism? Not even considerd? I take it you've never heard of
gravity or of density differentials, then. As for rotational dynamics,
you'll have to define that one in the context of your post, since
rotational dynamics of the Earth, as I understand them, are fairly well
understood except within the deep earth. And even there, more is being
learned every day, paricularly as it pretains to the core.

The dynamics of differential rotation in the Earth's molten interior
influencing both the planet's shape and crustal evolution/motion
occurs perpendicular to the orientation of rotation and not from the
dead center of the Earth as is currently proposed -

No doubt you are out of your depth at present even if it is not that
complicated in outlines.With contemporary data ,a more accurate view
of the internal dynamics which generates planetary deviation from a
perfect sphere will also provide a more productive way to approach the
dynamics of crustal motion/evolution.

When you see a rather large modification to rotational dynamics
applied to the planetary shape like this one occur,you do not pretend
that is already in existence for that is bad manners and very
disrespectful.
