rotation the way you describe it is a fluid motion that is forced to

the motion of a fluid to have an axial symmetry.

Differential rotation, specifically as it refers to the dynamics of a
molten/flexible interior of the Earth, allows for shearing bands
perpendicular to the rotational orientation of the Earth. The motion of
the crust is conditioned by the differences in speeds at different
latitudes, the maximum speed at the Equator diminishing to zero at the
poles.Whether it is the gas giants of Saturn and Jupiter or
differential rotation of the Sun's plasma,a rotating celestial object
with a composition in a molten, plasma or gas state will produce
differential rotation -

Allowing for the composition of the molten interior and its
viscosity, the deviation of the Earth from a sphere is due to
differences of the composition moving at 100 miles per hour at the
Equator and zero at the poles, the motional differences are far less
dramatic than the difference between maximum and minimum speeds but
the idea of shearing bands of a homogenous composition can readily
explain the deviation from a perfect sphere and provide the dynamics
for crustal motion.

In short, the greater the difference between the maximum speed at the
Equatorial diameter and the minimum at the geograprical rotational
axis, the greater the deviation from a perfect sphere. If the Earth's
speed was double what it is now,the deviation of planetary shape
woul;d be even greater allowing for the composition and viscosity of
the molten/flexible interior, the difference being a product of the
rotation of material perpendicular to the rotational axis.

There is no known reason to reference the planetary deviation from a
perfect sphere from the 'dead center' of the Earth as contemporaries
are want to do no more than there is no known reason to propose
'convection cells' as the mechanism for crustal evolution and motion.-
