France is a thermonuclear power. One should never ignore a cop with a 9mm
or country with thermonuclear weapons.
But France has some serious internal problems. Something on the order of 14
percent of their population is non-integrated Moslem. It is reputed,
(meaning I have never been there) that some areas around Paris are cess
pools of violent crime, barely contained.
French politics have always been determined by "the streets" as much as
whatever is the current government.
Chirac is running in a race to try and create a French dominated Federal
Union before all the problems crush them. (Crush them = Chaos, massive
internal instability and, in an absolute worse case scenario, the collapse
of French society.)
They HAVE to contain a resurgent Eastern Europe, and keep Germany from
thinking that maybe a third time will be a charm.
("The Poles are more pro-American than the Americans." What delicious
irony. Invaded for centuries by the Russians, the Germans, and just about
anyone else that could raise and army, with just a pittling amount of help
from America, the haughtily French could easily wake up on day and find the
Poles as the Den Mothers of Western Europe.)
At the same time, the entire French post-War culture has to be revamped.
They are, simply put, no long competitive in many areas. (It's not all good
news. The French medical research establishment was very well regarded,
worldwide.) And with every passing day, the hole just gets deeper. I
wouldn't want to be the one telling the general French population, that
their eye-popping leisure/vacation time, leadpipe labor laws, very early and
lucrative retirements, will all be coming to an end in the (relatively) near
future. That news will not be well received. The collapse of the Soviet
Union can teach some very good lessons, when a well established, but highly
collective society, suddenly implodes.
In addition, there are hidden chasms. For instance, the French built
nuclear reactors with abandon and fully 70 percent of their electrical power
comes from nuclear energy. Problem is, the older reactors are reaching the
end of their life expectancy, and the problem will escalate, with each
passing year. France, either has to start on a massive replacement
campaign, or begin building new generation fossil fuel plants.

supplies. (Chirac had cultivated Hussein for decades and now the damnable
Americans are threatening not to honor all those sweetheart contracts.) No
wonder, Chirac is cranky. (That plus the fact that if he ever loses an
election, the most likely result will be a jail cell on corruption charges.
BTW. French jails have the highest suicide rate in the Western world.)
One shouldn't ignore France. If for no other reason, they should be the
source of a good deal of (totally ignoble but satisfying) amusement in the
next few decades.
