But the view is so great! They should either self-insure, pay higher
prices on their insurance because of the much greater risk, and never,
ever, *ever* receive any tax funds to bail them out when the hurricane
or earthquake takes out their residence. But why stop them from
building there otherwise? (of course, you would want to prevent the
possibility of the house falling on someone... other than the owner...)
