Review of NOAA Winter 2004-2005 Outlook

a side-by-side comparison of NOAA's Winter (DJF) 2004-2005 Outlook
for temperature and precipitation (issued in November) with the
observed conditions for the same period. Nationwide the only strong
signal that I see was accurately forecast was the precipitation deficit
in the Pacific Northwest. To a lesser extent the forecast captured
some of the warmth in the West but seemed to overstate it in the
Pacific states which were only a little above normal.
