Hurricane abatement?

I have read that cloud seeding is about 10% effective in causing rain.
This suggestion pertains to cloud seeding on a massive scale.
What would be the result of seeding hurricanes with dry ice on an
unprecedented scale over the open ocean long before the storms posed
even the possibility of making landfall?
Large cargo aircraft such as the C5A would be fully loaded with dry
ice and vectored by satellite to a drop zone over a storm in the
Atlantic Ocean. When the aircraft is in position the dry ice would be
shredded and spewed on a track from the center of the storm to the
edge of the storm. Particle size would span basketball to BB sizes.
The larger particles would have a longer survival life in the storm
and because the high winds in the storm would transport them in arc
like paths they would cause rain droplet formation for a longer time.
As the droplets grow in size they collectively present a huge mass
that would cause a decrease in wind velocity.
In this scenario we might be able to trigger a domino effect where the
storms own energy would cause its self destruction. We would be
creating many smaller storms within a large storm dissipating energy
in the form of massive rainfall.
It might even be possible to slightly alter the the storms track to
prevent land fall.
