No, really.
The answer to your question is "yes".
Before you run off screaming, the qualifier to that "yes" is this:
The air spirals in at the bottom, and spirals out at the top. That's
why the anti-cyclone aloft (about 200mb, give or take) is important -
that's the air spiralling out.
If the air didn't spiral out, then eventually the storm would "fill
up" and collapse and die. But because of the outflow aloft, the inflow
underneath not only is possible, but required. Nature abhors a vacuum,
afterall.

Ugh. Not a good idea, on several levels. The most basic one being: we
haven't got a clue what that'll do the weather down the road. We've
all heard the expression "a butterfly flapping its wings in China
causing X in the USofA", right?
That's like 100 million butterflies flapping together.
Not to mention that the energy generated by a Rita or Katrina is
pretty much off-the-scale. Even the largest fusion weapons known can't
hold a candle to the might of a Cat 5 hurricane.

Don't you know? Al Queda has a hurricane machine. Some say George Bush
