Jet streams - globe's heat pumps - who can explain snowless, warm winter weather 2006/2007 in Europe

Hi,
I have been watching jet streams from maps generated for the recent
year and would like to know
how and in which way jet streams can influence weather warming in
Europe in 2006-2007.
Climate Change is too complicated issue, but a year 2 year so radical
weather change is of great interest to me.
Is atmospheric lensing or change in Sun's radiation to blame ?
