Meteorology building ID

I'm curious as to the identity of a building that I saw next to the highway, it might be related to meteorology, but then again it could be for something else. A photo of it can be seen here:

Please let me know if you recognize it. I particularly want to know what the cone structure on top is, along with the small devices around the perimeter of the roof. Maybe it's some type of satelite receiving station.
