NOAA Weather Radio's "Test" Day and Time? WTF is it?

Wednesday, except the last Wednesday of each month, when the
Routine Monthly Test (RMT) is to be conducted. The test will be
conducted between 10:00 AM Local Time and Noon Local Time."
Is what one website says
Another even says "Between 9:30 am and 8:00 pm. Wednesdays local
time"??
I even searched the NOAA/NWS websites and couldn't find crap.
Anyone here know?
