As the question is posed; (a) NO and (b) YES!
(a) Ground level pressure is no indication as to whether or not there will
be cloud or how high it is.

(b) Given ground level pressure, temperature and humidity there is a very
correlation with cloud base. BUT the actual base will depend on (1) whether
the cloud is a small patch or something big (the environment above ground is
important for small clouds) and (2) whether or not the surface air is
representative of the whole boundary layer (unlikely around dawn or in a sea
breeze).

2) Does any one know of any papers that discuss determining cloud
altitude from photographic images?

I doubt photogrametry is undertaken with this in mind. "In the field" I
would expect to use a pair of theodolites with a baseline of, say, 100 ft
and a communication system to ensure they were pointing at the same bit of
cloud. The maths are not difficult.
