Trouble with Mapsource City Select North America v5

And it's weird. I had no problem when I originally installed, but when I
had to reinstall I keep getting a MS policy restriction, something like,
You are forbidden to install. See your system mgr, etc. I happen to be
the only one on the computer. (Windows XP pro)

Garmin tech support was wonderful, but unfortuately could not come up
with a solution, although when we ran out of things to try they sent me
new disks, which did not help.

I know the information I've given here is skimpy; I'm hoping someone has
had the same problem and came up with a fix. TIA
