Yes. I've seen two reasons for this type of routing.
1) The map itself is in error and either has a small break in the road
(there's a road local to me in MetroGuide USA v4 that has this
problem) or an incorrect road direction attribute.
2) As Walter Wright reported in this thread, a via was placed on the
wrong side of a dual-lane road. I've done this by mistake many times
myself. As Walter suggested zoom right in (e.g. 80ft scale) and move
the via.
