Program to Convert From<>To WGS (XYZ) Lat Long (+RINEX S/W) ?

Anyone know where I can get a program to convert WGS(XYZ) Cartesian to Lat
Long and back.
I'm just interested as an amateur! (playing with raw data from a Vista) -
There must be some freeware somewhere!

Also any post process software of RINEX data (freeware)??? (I'm using
Async.exe to get the data)
