Phil, I suggest you get one of the Garmin GPSR's that has the "waypoint
averaging" features. I'm not sure exactly what models have this, I know my
Garmin 296 has it, but that particular unit would be a bit more than you
need, it is an aviation GPSR. I expect that some of the other Garmin
handhelds also have waypoint averaging.

I used my 296 to survey remote runways in Angola last month (for
humanitarian aircraft), it worked very well, and the waypoint averaging
really tightened up the accuracy of the plots I was collecting (delineating
runway positions and ramp positions).

They very easily could do it properly - calculate the 'position' once a second, calculate std deviation of same, report that as the accuracy number. ...
